IGC decisions

In applying the texts in force, and in particular the Binational Safety Regulation of 24 January 2007, amended 6 February 2013, the IGC has taken the following decisions:

Safety Authorisation for the Infrastructure Manager

The IGC renewed the authorisation for the infrastructure manager, Eurotunnel, on 27 March 2024 for a period of 2 years.

Eurotunnel submitted an application for renewal of its authorisation on 25 November 2025.

Part B certification of Railway Undertakings

  • DB Cargo Rail (UK) Ltd: Part B certification for freight transport including carriage of dangerous materials in the UK half of the Channel Tunnel, granted by decision on 14 March 2022 (valid until 16 March 2027)
  • Eurostar International Ltd: Part B certification for passenger transport services including high-speed services in the UK half of the Channel Tunnel, granted by decision on 21 March 2022 (valid until 14 March 2027)
  • GB Railfreight: Part B certification for freight transport including the carriage of dangerous materials, granted by decision on 31 July 2023 (valid until 26 July 2028)

ElecLink

The IGC issued conditional consent for this project in 2014, in accordance with Article 17.2 of the Concession Agreement.

In October 2017, the IGC suspended the consent that had previously been given.

In July 2018 the IGC issued a Direction under Article 27.5 of the Channel Tunnel Concession Agreement prohibiting installation of the cable until such time as the consent is reinstated.

On 21 November 2019, the Intergovernmental Commission (IGC) received Eurotunnel’s final dossier relating to its project to install a high voltage direct current (HVDC) electrical interconnector in the north running tunnel. This dossier contains the risk assessment of this infrastructure, named ElecLink.

On 10 December 2020, the IGC took the decision to reinstate consent for the ElecLink project.

On 24 February 2022, the IGC:

  • Authorised the start of commercial operations of the ElecLink project;
  • Issued an amendment to Eurotunnel’s safety authorisation for the UK part of the Fixed Link to take into account the integration of the ElecLink interconnector within the wider Channel Tunnel system.
